The surplus was caused when men returning home from World War II were coerced into buying flowers for their wives/girlfriends up on returning.
The flower growers guild had to increase supply to keep up with the sudden spike in demand. As flower sales dropped once people got back into the "beat my wife, and make her feel damn lucky to get even THAT" stage, there was thus create a surplus.
So, in order to profit from it, the floral industry started making up holidays to guilt men into buying flowers for the women in their lives.
Also, the same story applies to Columbus Day, but with a bit of a twist...
